Talley, T., T. Hedger, K. Simeonova, N. Hultman, and M. Kim DiCocco (2026). "The Quiet Success of the Paris Agreement Enhanced Transparency Framework." Center for Global Sustainability, University of Maryland. 10 pp.

Parties are required to report on their actions every two years under the Agreement’s Enhanced Transparency Framework.  This brief evaluates the reporting and review of Biennial Transparency Reports (BTRs) under the Enhanced Transparency Framework. It finds that the first round represents a solid start and a significant signal of the seriousness with which a diverse range of governments have approached their Paris Agreement responsibilities. 138 Parties have reported, and expert reviews have been facilitative and constructive. The main shortfall is that the public stage of review has drawn far less attention from governments and civil society than envisioned. With second BTRs due December 31, 2026, the brief recommends steps to strengthen the process.
